The first Tiasei Maru being called Taisei Maru I was built in March 1904, as the first sail training ship in Japan. In October 1945, the Taisei Maru I sank in the tragic accident hitting a mine at the port of Kobe. In 1953, the second Taisei Maru equipped with a steam turbine engine was built by remodeling Otaru maru which was built in 1948, as a passenger ship of Nippon Yusen K.K,

In 1981, Taisei Maru was built as a substitute steam turbine ship “the third Taisei Maru” to take the place of the second Taisei Maru. The building of the Taisei Maru was approved, in consideration of a diversification of energy use, focus on high density of fuel oil, combustion of oil and coal in combination and utilization of nuclear energy.

Basic concepts of the construction were as follows.

  • Purpose of the construction was to provide the sea training to the students of maritime universities, colleges and schools, conducting a research, experiment and study on ship’s operation technologies.
  • In compliance with the standard of training ship facilities and on basis of Hokuto Maru built in 1976, hull strength, restitutive force, trim, vibration control, noise reduction, heat insulation and others were further taken into consideration.
  • 40kg/cm 2/450℃ for steam condition and 7,000 PS for maximum continuous rating of the main engine were determined, in consideration of current situation of merchant vessels, configuration of the plant, requirements as educational facilities, fuel consumption rate and etc.
  • With regard automation of the engine plant, the same level as MO turbine ship in service was adopted, and a sequential control for the main engine warming up, standby and cooling down and automation of boiler starting up were taken into consideration.
  • The training facilities were especially contemplated as follows,
  • 1) The training for passing through a narrow channel could be available, seeking further efficient training by installing necessary nautical instruments and black-out curtain in the training bridge arranged under the navigation bridge. Furthermore, in consideration of effective training in mass education, the tactical exercise room for navigation class was arranged adjoining the after part of the training bridge.
  • 2) The lecture room was arranged on the second deck in consideration of reducing noise and vibration under way, seeking condensed lecture by installing audio visual equipment. Furthermore, the gymnastic room with role of working space while raining was arranged on the third deck just under the lecture room, contributing to health and physical education.
  • 3) An ample exposed deck was arranged on the upper deck in consideration of health and physical education, conducting events, working on the deck and making all personnel on deck.
  • 4) In the engine room, as large training space as possible was secured and even though in the control room and the exercise room, it was also planned to implement effective training in mass education. In No1 exercise room, electric circuit training equipment and automatic control training equipment were installed to enable cadets to practice the exercise, while in No2 exercise room, the boiler simulator was installed to ensure repeatedly effective training on the turbine plant.

In April 1980, the construction of Taisei Maru was begun at NKK Tsurumi Manufacturing Co. Ltd. In October 1980, launching was conducted in the presence of the Crown Prince and Princess, and the ship’s name was written by Mr. Shiokawa’s autography, the Minister of Transport.
